Probably both though I never watched the Japanese version. They seem to do that a lot in anime, Goku is voiced by a woman in the Japanese version of DBZ. So is Kenshin from Rurouni Kenshin, and Kurama from Yuyu Hakusho. Not sure why they think men sounding like women is a good idea…
